THE POSITION

Water Agency Environmental Compliance Technicians perform environmental compliance support work in the office and field to assist the Maintenance Division on various projects. Typical duties may include:

*            Assisting with inspections of commercial and industrial users for compliance with the Sanitation Code
*            Enforcing applicable federal, state, and Water Agency requirements
*            Assisting with preparation of wastewater discharge permits
*            Identifying potential violations and participating in enforcement actions
*            Collecting samples and preparing documentation Ideal candidates will possess:
*            College level course work in chemistry, biology, wastewater treatment, or other related fields
*            Experience collecting samples and completing appropriate documentation
*            Customer service experience responding to inquiries and/or referring them to the
appropriate level; interacting cooperatively with internal and external customers; and, sharing information with appropriate staff
About the Sonoma County Water Agency

The Sonoma County Water Agency is a special district formed by the California State Legislature in 1949 and is responsible for providing a safe and reliable water supply to its customers in Sonoma and Marin counties. The Agency also maintains flood control channels and provides sanitation services. The Agency employs approximately 220 employees and consists of five divisions including: Engineering and Resource Planning, Environmental Resources and Public Affairs, Operations, Maintenance, and Administrative Services. The Agency supports the concept of environmental sustainability, focusing on renewable power sources, and strives to be a leader in its water conservation and fishery restoration programs.

Please note: Employees of the Sonoma County Water Agency are employees of a special district and are not subject to the provisions of the Civil Service Ordinance of the County of Sonoma.

EXTRA-HELP EMPLOYMENT

Extra-help employees relieve or augment permanent staff. Temporary, extra-help employees are not in the classified civil service and do not have property rights to permanently allocated positions. In addition, they do not receive most employee benefits such as: long-term disability insurance coverage; accrual of vacation; participation in the County retirement program; or eligibility to take promotional examinations. Temporary, extra-help employees are limited in their employment to a maximum of one calendar year. These employees must be off of work for three months before they can be re-employed on an extra help
basis. Extra-help employees who meet the eligibility requirements may qualify for a County contribution toward medical coverage.

This recruitment is being conducted to fill one extra-help (temporary) position in the
Sonoma County Water Agency. This employment list may also be used to fill future extra-help (temporary) positions as they occur during the active status of this list.

MINIMUM QUALIFICATIONS

Education and Experience: Any combination of education, training, and experience which would likely provide the required knowledge and abilities listed. Normally, this would include:

A two-year college degree with major course work in chemistry, biology, wastewater treatment or other related field OR some coursework in chemistry, biology, wastewater treatment or other related field, and one year of experience in industrial waste inspection, environmental compliance inspection, or wastewater collection system maintenance.

License: Possession of a valid driver's license at the appropriate level including necessary special endorsements, as required by the State of California, may be required depending upon assignment, to perform the essential job functions of the position.

Certificate: Possession of a Grade I Environmental Compliance Inspector Certificate issued by the California Water Environment Association is required within two years of employment.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of: basic biology and chemistry; general scientific terminology; basic mathematics; standard letter and report formats; English grammar, vocabulary, spelling, punctuation, and composition; use of computers and modern software applications; methods of gathering and analyzing data; use of reference materials.

Ability to: learn the processes involved in the treatment and disposal of wastewater; learn industrial pretreatment technologies; learn basic chemistry and laboratory practices and procedures used to test and analyze wastewater treatment processes; learn industrial waste  flow sampling techniques including the collection and preserving of samples; learn and follow safety practices and procedures; learn applicable rules and regulations related to wastewater, industrial waste enforcement, and the permitting process; learn the methods and procedures used for conducting environmental investigations and studies; learn and use proper sampling techniques; work with and around wastewater, industrial wastes and hazardous substances and wear protective clothing and personal protective equipment, as appropriate; communicate effectively with representatives of commercial, industrial, institutional users, co-workers, other agencies, and the public; maintain accurate and complete records; observe and report accurately; work with mechanical and electrical equipment; safely follow basic laboratory principles and procedures; use and read gauges, flow meters, and other recording instruments; follow written and oral instructions; collect representative samples; preserve samples and observe holding times; follow chain-of-custody procedures and documentation; work in confined underground spaces; work in inclement weather, lift and carry a full sampler unassisted for short distances.
