Attached is the first Chancellor's Office guidance memo related to the local implementation of AB 705 and how the Chancellor’s Office suggests colleges prepare as any necessary regulatory changes are developed. The memo defines one year as two semesters or
three quarters and provides default placement recommendations for English based upon high school grade point average through the 11th grade. Using these default placement recommendations, the majority of students would be placed directly into freshmen composition,
but colleges may choose to require that some students participate in concurrent support (corequisite course, embedded tutoring, Supplemental Instruction, etc.).<br>
<br>
Colleges following this advice may only place students into a basic skills English course if the student is highly unlikely to succeed and if their likelihood of completing freshmen composition in one year is higher than direct placement. This does not mean
that colleges can no longer offer courses that are below the transfer level because students are permitted to choose to enroll in those courses, even if they have been placed into transfer level.<br>

A timeline has yet to be established for the modification or creation of Title 5 regulations through the consultative process. Once that timeline is available, it will be shared with all colleges.<br>
