To all:
With our department moving to temporary online instruction for the Fall, and with the possibility of some classes being offered as Hybrid or Fully Online after that, I have put together some resources. We have to maintain our high level of instruction and knowledge offerings, but with our modality being moved to online.
The following are the standards for online instruction and resources available to support you in the moving to an online classroom.

The responsibilities for maintaining the quality and integrity of the Distance Education Program are shared by the following individuals and groups:
Instructors
A. Propose new online and hybrid courses to their department, and if approved, complete all required forms, including the Distance Education (DE) Course Proposal.
B. Propose revisions to current course descriptions to allow for online and hybrid delivery.
C. Acquire and maintain online special expertise for online and hybrid course delivery. (* waiver in place for Fall 2020, required for Spring 2021)
D. Establish and publish clear expectations in the syllabus and/or other course documents concerning regular and effective contact with enrolled students.
E. Maintain frequent regular student contact, in asynchronous and/or synchronous mode, equal to that of a similar face-to-face section over the course of each week.
F. Initiate direct contact and interaction to determine that students are accessing and comprehending course material and participating regularly in the activities in the course. This includes:
* Threaded discussion forums with appropriate instructor participation.
* General email.
* Weekly announcements in the course management system.
* Timely feedback for student work.
* Instructor prepared e-lectures or, alternatively, instructor-prepared material to supplement publisher-created materials.
G. Online instructor absences must follow the guidelines set for all faculty absences. Should an instructor be unable to maintain online contact due to illness or other reasons, students must be notified in the announcements area of the course and told when regular effective contact will resume. A lengthy absence will require a suitable substitute.

The key element of any educational program is the classroom experience and the manner in which both parties, student and faculty member, cooperate and work with one another. Faculty members must also serve students with essential services in allied areas such as the library, counseling, or disability resources. The faculty members' obligation to students includes the recognition that they deserve consistent, courteous, and professional treatment at all times. While classroom and allied faculty situations vary, and some faculty must perform both roles, faculty members must follow certain basic guidelines that will enable students to function at their best. The same principles hold true for faculty members with non-teaching assignments, including counselors, librarians, and disability specialists. The following specific obligations are excerpted from the faculty job description in Article 7 of the AFA contract, and are hereby incorporated into district policy. (The students' responsibilities are outlined in Section 8.2 Students Rights and Responsibilities, and are further defined in each instructor's syllabus.)
Teaching Faculty Members
* Start and end class at the scheduled time, and hold final exams during the scheduled time, except as requested by individual students under extraordinary circumstances.
* Issue a syllabus for each class, including at least the following: course description and organization, following the approved course outline; reading and lecture schedule; assignment structure; and written grading policy.
* Instruct or supervise students during all scheduled lecture, laboratory, clinical, performance, and coaching sessions of their assignment unless ill, unavoidably detained, or engaged in approved departmental or college business of a priority nature. Start and end classes on time.
* Prepare materials for instructional use including handouts, presentations, exams, quizzes, and classroom and homework assignments. Update materials in response to major advances in the field of study.
* Confer with students on academic matters and advise students in matters related to the discipline and to career goals as appropriate.
* Solicit and evaluate students' feedback about their experience in the class.
* Refer students to counselors and other campus resources as appropriate.
* Assist in providing authorized accommodations for students with disabilities.
* Maintain office sessions as posted; meet with students during established office sessions and by appointment when arranged by specific student request.
* Assess student work and provide evaluation of that work to students in a timely manner, particularly following midterms and prior to final dates for dropping or withdrawing.
* Provide alternative assignments or activities to field trips and other group activities that are not identified by date and time in the published class schedule. (Exceptions: team and performance courses such as those in P.E., Theatre Arts, Music, and Communication Studies.)
* Determine all grades according to published grading policy.
* Post examination grades to enable each student to identify only his/her own scores.
* Complete mid-term reports and final grades to meet established college deadlines and maintain attendance and grading records as required by the Education Code.

Academic freedom as a form of freedom of expression shall exist within the general framework of the United States Constitution, the California State Constitution, requirements of the California Education Code, California Community College regulations, District Policy, and official course descriptions. This freedom and freedom of expression shall be maintained in all media (printed, oral, visual, and electronic) and in all interactions among and between students, faculty, staff, and administration. Though tenure has historically helped to ensure these freedoms, all faculty members - regular, probationary, temporary, and adjunct, tenured or non-tenured - shall enjoy the protections offered by this article. No faculty member shall be mistreated, disciplined, reassigned, or have his/her assignment terminated for any reason that violates the protections in this article.

SRJC Email System-Official Means of Communication: The SRJC email system will be the official means of communicating about terms and conditions of employment, such as offers of hourly assignments, open enrollment for benefits, professional development opportunities and tracking, Professional Growth Increment announcements, Sabbatical Leave information, and any changes to District policies. The District will not use the SRJC email system for confidential communications to the faculty, such as those related to disciplinary action.
