Governor’s Online College Gets Push-back at BOG Meeting

At Monday’s Board of Governor’s (BOG) meeting, California Community College (CCC) faculty leaders and some BOG members expressed concern that the process for fulfilling Governor Jerry Brown’s request to create an online community college is being rushed and even questioned the merits of implementing a fully online college program.

The Flex Learning Options for Workers (FLOW) work-group proposed three options at the BOG meeting. All three options are meant to target adult workers who lack college credentials, which the Chancellor’s office is calling “stranded workers.” The three options presented at the meeting are:
1.      Use an existing campus that will deliver its online courses statewide.
2.      An existing community college district will host a group of colleges that agree to work on FLOW taught by faculty from the participating colleges.
3.      Create a new community college district focusing on online learning that will operate under the Chancellor’s office—a break from other colleges that have their own local boards and districts.

Chancellor Oakley said that he will inform Governor Brown that several of these options were not well received by the CCC community and explain why. According to Oakley, this is Governor Brown’s top priority for community colleges in next year’s State Budget.

LAO Releases California’s Fiscal Outlook Report

The LAO’s analysis concludes that the guarantee in the current fiscal year is up $651 million, primarily due to their assumption of higher General Fund tax revenue and higher than anticipated local property taxes.

For 2018-19, the LAO forecasts an increase in Proposition 98 of $2.6 billion to $77.7 billion. In addition, they estimate that more than $2 billion will be freed up from the expiring $1.1 billion in one-time 2017-18 funding, declining K-12 attendance that will reduce costs by $500 million, and $423 million due to the end to Proposition 39 energy efficiency requirements. Combining these changes and the increased minimum guarantee, the state would have $5.3 billion in uncommitted funds for Proposition 98 in 2018-19. This will easily pay for cost-of-living adjustments on apportionments and categorical programs, the Community College Promise Program, and much more.

It’s important to remember that in years past, the LAO has been more optimistic than the Brown Administration in its economic forecast. The Governor’s Office will update its current year revenue projections and provide its outlook for 2018-19 on January 10, 2018, when the Governor’s proposed Budget will be released.
